reminds me of a korean phrase, "wanna eat ramen = wanna have sex?" "Can I put a chili pepper in? = can i put my dick in you?"
(got it from Love me dramatically)
maybe its somehow similar to that?

    我 下面 给你吃
    下面 have two meaning:
    (1) below
    (2) cook noodles

    Translate:
    I will give you my below to eat(lick). ⁄(⁄ ⁄·⁄ω⁄·⁄ ⁄)⁄

i feel like it’s similar to our “netflix and chill”

It's nothing like Netflix and chill or anything with a hidden meaning, lol. It's like the word "tip," if you said "I'll give you a tip," you could either be referring to advice or money. Just as MangaSeeker96 said, the word in question here, 下面, means "below" as well as "cook noodles." The exact words used in the manhua is "I'll cook noodles for you TO EAT," and if you replace "cook noodles" with "below," the meaning becomes like "I'll give you my thing (below) to eat (winkwonk)."
