A shojo manga

I'm looking for a Shojo Manga that has two brothers that i think were sons of a women with ice powers, and only one of them has that power, but he always loses control and his brother kiss his hand to help him relax, later he passes the torch to a girl (the protagonist)

I only remember that part.. PLEASE HELP ME ╥﹏╥
