I don't think that's the case.
As we know Soo-Woon's aim was to unite the clans, not necessarily to rule the nation. Zeno asked the question to highlight that Soo-Woon is a good character after all. I mean he's done unforgivable things in the past but his reasoning wasn't incorrect and he had good intentions in mind.
I think his role is to prepare the country for Yona's rule.
Exactly!!! King ll was the one who killed soo woon's father so is just natural that wanted revenge... I know all the pain that yona had to go through but is the same for soo woon, he also loved his father and lost him because he was murdered and by the hands of a loved one (his uncle)...when soo woon was a kid he dreamed of doing in a batelefield, protecting to his cherished father...that's how much he loved him....and yet everybody here is saying that he did an "unforgivable" thing but I don't see people complaining about the assassination that king to committed (っ°Д °;)っ
Ok...every body is really excitement for yona and hak...but ti tell the true I don't find the development of their relationship interesting... Is because is so predictable, but in the other hand I'm really concern about the thing that Zeno said..."you want the power of the dragons" I mean why Zeno would ask that coz even if woon wanted the power, he wouldn't have it so the question doesn't make sense at all but what if he could actually have it? What if it's true that the soul of king hiriuu were split in two and yona, of course, got most of the soul but soo woon still got a little part on him?(๑•ㅂ•)و✧
