I believe someone said he is an adult but due to the severe lack of nutrition, neglect and abuse has stunted his growth and so it makes him look like he is younger when he is technically an adult. （/TДT)/
Hopefully with proper food his body will start to grow up a little and he will get the love and care he has been lacking for all this time. ╥﹏╥(▰˘◡˘▰)
