All I know is that she'll eventually like Callisto in the future and only Callisto will know the real Penelope and where she came from. She told him everything after the mirror showed her what really happened in her world (Earth).

From the top of my head, she does choose Callisto voluntarily bc she actually loves him. There was also a time when she had the choice of going back to her original world, or stay with Callisto and she chose to stay with him.
