BL Harem with this kind of setting usually doesnt really have plot and characters development. It basically pwp thingy.

Idk man it just looks like a standard love triangle drama to me. If this was a harem, the dude who confessed at the beginning, the blonde dude, and the 4 eyed dude would be introduced as recurring love interests with a more major role in the story, like Sakuya and Kazuma, rather than being just some one-time side characters with a crush on the protag. Something like Kami-sama Darling would be more like a harem BL i feel.
