No they didn't. They said they make a pact. Dion saw how Roxanna cried at her brother's death and he wants someone to love him that much. But he is desperate and obsessed about it. If there is incest, it's more like Dion trying to keep her 'everything' to himself instead of having romantic or sexual attraction to her. And Roxanne pretty much doesn't give a shit either way as long as he is useful to her.
