I think it's because the royal family wants to keep the duke in check by marrying him w/a spy, so to avoid that he decided to make a contract w/ciel to be his wife after lifting the curse. Abt how he likes her: maybe he kinda fell for her during the time where she was doing the test for the adoption +I think he said something like he noticed her be4 as a maid (I don't rlly remember) and also they've been exchanging letters for a yr and a half now soooo~, well I think both of them still doesn't realizes each others feelings.

and i dont get why the duke and the blue haired girl should marry each other?? and why does the duke look like he loves her? just a while ago she was ur maid and uhm ya it's a bit confusing to me how things progressed that much
