i think there was an app that included mangago but i dont remember what it was, although as for web-browsing have you tried useing Rikaichan? I dont know too much about site blocker's honestly

Why don't you use psiphon app. A Web proxy app. It unblocks blocked websites. I use this if im connected to the school's WiFi and the site I want to go to is blocked

All you have to do is that, if your connected to the Internet enable this app then after that, you can now browse any website you want
