Yeah I think so too. He genuinely really likes him and saw having JiWook tutor him as the only way to get close to him. He got so cought up in his own feelings and desires he totaly neglected the fact that this all might distract JiWook and in the end it did and he ended up unintentionaly hurting him. The drama that's comming ╥﹏╥
Jiwook will definitely feel hurt, will probably think Seungeon was just messing with him on purposes, for kicks and giggles, and won't believe anything Seungeon will say. :(
and i think jiwook not believing him (which is understandable) will hurt seungeon deeply because he has always been treated that way and if the only person he has confided into does that to him too, then he may not take it well. also, what i hate is that i just know that jiwook would probably confide in hyungseo because he is the only person who's "kind" to him aside from seungeon.

i think he's genuinely smart and asked to be tutored because he wanted to get closer to jiwook and this was the only way. I know he's an ass but i dont think he'll intentionally do anything to cause jiwook pain.
