I dont think so. Eren has this inferiority complex, having the girl he's interested in was stronger than him, remember? He said to Mikasa that he was not his brother or something and start thinking for herself. They are just too pure when it comes to Romantic love

If Eren did confess his feelings towards Mikasa, I don't think it was romantically, but when he said, "I want her to only have feelings for me." That says something differently if we all remember what the author said that Eren and Mikasa relationship was a mother and son relationship and he said Eren is a fighter and not a "Lover", that would say something different. He still wants her to have feelings for him but as family and not in a romantic way. The reason he said he didn't want Mikasa to be with another guy since it seems that if she was with another man, she would probably forget about Eren.
