Even if the age of consent is 13 if anyone who is 18+ engages in a sexual act with a 13yo they get sent to jail.
What i mean is in japan they don’t see it as a pedo as long as you’re above 13 so it still legal if the too sides are okay with it as long as it not rape. For example in my country the consent age is not 18+, it’s after marriage so if you had sex before marriage at any age it still illegal and you would be sent to jail.
