The one who stole lucas' mana is Anastacius (the previous emperor, the older brother of claude, or the real father of jeannette). He is currently possessed or inhabited by Aeternitas, the former emperor of the empire by 200 years ago prior to the current timeline of the story.

Aethernitas is the kid that Lucas condemned because of his bad attitude before he was sleeping for hundred years. But in Obelia history, Aethernitas was the most powerful emperor. I think the one who stole Lucas Mana is him and he then hiding the power somewhere. In my understanding, Anastacius(the previous emperor and Claude older brother) used some black magic to get Aethernitas power or he sacrificed his body to summon Aethernitas soul
