From what I understand, his mom is dead and the medicine was intended for Perez himself. The woman Tia meant that died in the cold palace was the current queen in the future.
I believe the mom's already dead, Medicine was for perez due to how they were poisoning him bit by bit which caused him inosmia and anxiety (?) in the future
