I believe we’re back to her first life before she went back in time, so this is after the beginning chapters. Yes I believe the priest/the church are the antagonists because they want to bring chaos/war and overthrow the nobles and current king/royalty. Hope this helped!
It's shuli's life before she came back on the burial day of her husband,The church are the antagonist because they think the empire are full of greedy people that need to be punished and shuli is the key character that can bring them what they wanted.
