I feel like he might've kidnapped her. Also she said good things in the panel about FL's father, while in the narration FL said Elliot told her otherwise and that was cruel.
Maybe the mother is mentally distraught to the point of being delusional and not remembering the experience, but I'm on Elliot sus train. I think he's trying to gaslight FL to keep her mother in his reach.
