Yes they can, the testicles produces the sperm not the semen itself and infact only 2-5% of the ejaculated semen is sperm most of the fluid you see when a man ejaculates is produced by the seminal vesicles the fluid encapsulates the sperm to extend their longevity. precum is also produced by a different gland and its purpose is to reduce the acidity of the urethral path caused by urine to coat it and protect the sperm even further..so just imagine this there are different tiny condiment bottles in a man when he gets aroused precum bottle gets squeezed first to prepare the path then when he ejaculates testicles and seminal vesicles gets a squeeze and they mix.....hence eunuchs can still ejaculate but less the 5% so the fluid is probably on the thinner side...also not to forget the testicles produce most of the testosterone which make a eunuch have greatly lesser libido than a man with testicles
I also like to point out that the seminal vesicles is not within the scrotum but is located in the torso near the bladder there is also part where sperm and seminal fluid meet before being ejaculated therefore if you remove the testicles there is no more sperm going up to meet with the seminal fluid and only the seminal fluid will be discharged.
