Bruh the setting is in indonesia, a southeast asian country, also most likely they live in a small town, something like this still happen until today (i'm also indonesian)
Even this month, in this may 2021, we have a case where an underage rape victim is married off to the rapist (the victim is 15 years old girl, rapist is 21 years old guy), rapist is the son of a local council (idk what the e english word for this) and free from law
By the way indonesia is a big country with more than 270 million people, of course not everyone are like this, but it still happens even though many people protested on social media
