From what I remember, I think the black feathers of the fan represent something ominous and people would most likely avoid those black feathers. But because the princess used those feathers as a fan, people were shocked and created all kinds of rumors about her hahaha. That's just what I remembered since I didn't reread this and just went straight to the latest chapter(￣∇￣") I'm sure it was mentioned in some chapters there, I just forgot which specific chapter it's from (=・ω・=)
The black feather comes from those black big birds that represents death n dark stuff so thats why pple started weird rumord (づ￣ ³￣)づ
