That is correct. BL mostly focuses on the plot while Yaoi is...uk, as you said, has explicit scenes since that's the main goal of Yaoi.
Idk about the genre here...maybe there'll be explicit scenes in the future that's why it's labeled as Yaoi... I'm not sure

Correct me if I'm wrong but I've always thought that the difference between yaoi and shounen ai is that one has graphic/explicit content while the other doesn't. Yaoi always depict the actual act whereas shounen ai leaves the bed scenes out.
Considering those facts, shouldn't this be under the shounen ai genre instead?
