The answer is no, this is not pedo. Base on the past comments, the spoilers, there is a complex trace on why the ml wants a 10 years old. Deeper going, it has something to do in regards of their Goddess.

I'm really not sure about how to read this. For a moment there I felt like the author was genuinely writing this as an excuse for pedos but the ML behavior is really questionable. Is he using her? Is he catching feels? I really hope that it isn't the ladder because she is TEN YEARS OLD. I hope that nobody is trying to rationalize that mentally she is much older because physically she is deadass ten years old. Pedos also love to tell their targets that they're mature for their age or special so I'm big sus about this manga. Imma need a spoiler on some stuff in order to decide if I can read this.
