Especially because the other 3 werent "children" for long. He never really learned how to act with actual children.
True the so called "children" acted so mature that the emperor didn't know what, why and how the twins would react which makes him inexperienced.
The emperor is not a bad father he just has problem communicating with his children which causes alot of misunderstandings.
