Nah I don't think the author meant for it to be rape. As you said its pretty common for the use to say no in sex. Plus it doesn't seem like Andy didn't want it.

I don’t know if it’s just me but I don’t think this is rape, I think it’s just been normalized for the uke to repeatedly say “no” during sex in bls(which is wrong). In the end the uke said he wanted more so I’m assuming the author’s intention wasn’t to make it rape. It’s common for sex scenes to look like that so, the author probably didn’t think much about it.
Or maybe I’m giving the author too much credit and it was meant to be rape
