I mean he actually does care about her (even in the best life) and was just distancing himself to keep her safe from the emperor. If he went to her ball then the emperor would take advantage of them even more than he is doing now, cause of the weakness he showed of actually caring about his daughter. And from what it seems to show so far the staff never hated her, but fl did have a temper which they were used to. However, it seems to have been mostly directed to other girls that got close to her ex bf. Anyway its just a sad situation for father and daughter.
