It's bl shounen ai where they're both living together. The uke has a cat blood and has an older brother(also a cat) who's been taking care of him. I think he got lost somehow and the seme took him in thinking that he's a cat. But then he turned into a human but they continued living together. I think he is kinda special cause he can't control transforming into a cat and can barely hide his cat features like ears and tail whenever he's in human form.
