I also dont think Yuri was teasing Jiri (he was being rude and extremely inappropriate) at the library. He was just being a brat.
I get the feeling Yuri not only has bad temper and poor manners, he also doesnt know what his feelings are, let alone how to express them (other than act out like a kid). Yuri has never been in love with anyone other than his sister/cousin, so Yuri falling for Jiri wont be an easy ride and we can expect more angst...

OK guys, was Yuri really teasing Jiri thou? Idk I feel like Yuri is not the type to get really close with ppl and even less touch them, and assuming that we start the manwa being straight and they were having a normal conversation, for juri to initiate thing, touching Jiri like that out of the blue, supposebly being strait and with his personality (not letting ppl get close) to actually touch Jiri like THAT, I don't think it was just "teasing", I have the feeling juri is falling and that he's gonna be the first to fall for jiri
