Try holding it and then drag it because that's how I solved mine since before I had the same problem as you did.

don't worry about it but mine only worked ln tne Wii U I was playing not my I-pad or I-pad Mini
I just replied the question at my homepage.
1 On the setting page, there's a bright moving-frame on the dim picture. You can press on it to move around or pull at corner to adjust size.
2 A lil icon on the left of the dim picture is a preview of your avatar which will change when you adjust the frame in 1.
3 Adjust 1 till you're happy with 2 then 'save'.

How do you set a profile pic??? Everytime I press the "upload" button and I choose the pic but I want to crop it to the correct part of the picture BUT it just sits in the top left corner.
