Sha Hu Rong didn't want to force Chung to do anything he didn't want 'cause he knew Chung felt obligated to take care of his twin brother. He wanted to take Chung with him no matter what but he didn't want to be like Sho Wang and force him to do somethin' he didn't want.
He did leave behind a few guys to keep an eye on Chung but I'm guessin' since the one was killed at the harbor that the rest pretty much met a similar fate.

Yeah and I get that. I'm pissed that Chung went through all of this literally 'cause Sho Wang was too stupid to do an internal investigation on the murder of Baek Ro and was like "huh this seems right" when two newbies were gossiping that Sha Hu Rong was the murderer.
