It’s because he knew Caitel didn’t really care for his country or smthing and that if worse comes to worse then at least one of the royal bloods would still be alive, if I remember right.

I think he did it because he knew that if caitel achieve his goal (which is to kill his brother) he will no longer care abt the empire or like will lost motivation in ruling the empire. And perdel thinks that if that happens, the peace to the empire will disappear. I think that is the reason why he help the prince to escape from caitel's grasp so that he can keep being interested on being emperor until he make sure to kill his brother something like that??(〜￣△￣)〜
