I think what might have helped is if Endeavour had not told Touya he couldn't be a hero. You remember how that crushed Midoriya and his parents (as far as we know) weren't even heroes? For Touya to be the #2's son and not only not be able to surpass All Might, but not even be considered any good as a hero was probably devastating.
Perhaps it was possible for him to still be a hero and use his powers but just not use them at full strength, and perhaps some kind of support item to keep him from hurting himself could have been used.
especially when your whole reason for being born was to be a hero he probably grew up being told he would be one and surpass the number one hero until this point
