I think you just overanalyzed her statement of her destroying the "kingdom"...
Like, her hometown's kingdom is represented by the imperial family and the imperial is the symbol and face of the "kingdom"...
Her dialogues made it clear that she wanted the downfall of the imperial family which is equivalent of the face of the kingdom..
So kingdom=destruction of imperial family... And like outside people, especially commoners are not involved with her rage...
She actually is guilty of punishing/killing innocent people.. That might symbolizes the common people
Kinda pissed off at Char, you don't blame a whole kingdom for the sins of the greedy few. If she were to raise a tyrant, she is also to endanger the lives of the common folk - people who had no hand in her misfortune.
