I assume it's a power play, since the husband is the king. People alway wanna bring down the king. Or maybe there's a personal grudge. The bad guy with the lion has to work behind the scenes because the ML is too powerful, I assume. But with an incomplete Natal Charte, he'll be vulnerable.
