ik it's not a website but there was a feature like this on a manga reading app called zingbox. though zingbox has been shut down for years

Oh yeah, you can only see the notes when you’re doing per page instead of scrolling
Anyone know/remember that manga site where you could read manga & place sticky notes on the pages (kinda like comments) where-ever you wanted on the page, also you could choose to not display other peoples notes?
Was that mangar*ck maybe? or am i crazy? I swear this site exists
