I think he was just threatening the guy tbh
I agree with what you're trying to point out, but i want to clarify that Cheng won't actually do his threat. He's just intimidating/baiting the guy to get him to confess. Cheng is true to his word- he won't commit a "crime" exactly. Hence, after the guy's confession he let him live.
on chapter 72 i hope someone tells the author and to everyone that doing the same thing as the guy did to wowo and doing it to his son too is NEVER and will never be a good idea and punishing the mother and his son as an act of revenge is sooo sickening remember that do not take your anger to innocent people. the fact that the author thought about it and some of y'all simping on him on that chap while saying those horrendous things I'm worried.
