I believe she has a pretty strong quirk. It even keeps overriding Enji's Gene's in the make up of the kids but her personality seems delicate/weak.
I think REI cared for Enji I'm just not sure how he felt about her. I'm also curious at what point in their marriage he started abusing her since it doesn't seem like it was right away.
i want to believe that rei is actually extremely strong. endevor married her for quirk purposes so i doubt that she quirk is weak. imagine if she stood in front of dabi. omg..
