not all vpns are equal. some are better than others. alot of the best and safest ones are quite pricey, but like we already knew that
you could scope out free options, but a free vpn is generally bad news, since they sometimes log and sell your data. i understand that its difficult, since we kinda pay for stuff, but just be careful when looking for one.
with free options always check the privacy policy to make sure it is no-log, you know what they do with your data - if collected for a particular reason etc.

they are

so to answer your question, yes, it does block parental monitors
so while im severely lacking in my knowledge in regards to vpn and technology in general, i hoped this helped in some way <3
