Yep yep but usually white ppl mostly, I’ve seldom seen a black American be called a gringo (=・ω・=)
Its so funny cuz we call my mom a gringa. She's og from mexico but then moved to the states and gradually lost some of her accent. Now she speaks both English and Spanish mixed within a sentence. And its hilarious, cuz she gets annoyed
Not only people who speak English... "Gringo" is anyone with light coloured eyes and/or fair hair mostly... And it doesn't matter where they come from, they could be from Poland and be a "gringo"... So it's mostly used when it's pretty obvious they are not from the country they're currently living in :)

Im also a native spanish speaker and what gringo means differs based on culture. Where I come from, gringo is only used for those from the US.
Yes, I'm from Chile and it doesn't matter if they are black or white, only that they speak English makes us call them gringos,, it is really dumb ╮(▰˘◡˘▰)╭
