long story short, in the baki universe five highly dangerous prisoners from different countries escaped to go to tokyo to fight baki. and by this point they all got fucked up in fights over in japan and taken in by police but theyre all prepping to recover/change go back to tokyo. hence its called ‘revenge tokyo’. this is also where the netflix baki anime stops.
