I think they mean adding the site to the home screen, it's not an app, but it's a shortcut so it's easier to come to this site.
just go to the 3 dots in the corner of your google/ or safari idk and there should be an 'add site to home screen' or something similar, name the shortcut and you will be able to go into mangago easier (it still brings you to google/ safari but its a shortcut so-)
