So in that scene, I believe she looked coldly because the servant was bad mouthing the empress, I think the mistress might have a slight girl crush on the empress,shes always been nice & sweet to her,the empress would really be considered her first friend cause the rest of the girls hate her guts, she also has put the empress on a bit of a high shelf ,I kinda wish this would be little more yuri-ish
