So, for me, these manga/hua/hwa deserve the title "Work of Art". The dictionary says that a work of art is an object made by an artist of great skill. But it is not made clear what kind of skill. Skill in storyboarding? Sketching? Coloring? A lot of bl are quite good in those aspects. What sets these apart from the rest is I think the great skill in empathy that the authors have. And in the end, "good" art is the one that has the most impact in an emotional, human level.
