Most examples of type 2, unless very very modern, are not likely to be queerbaiting. They are simply following a long tradition across geological regions, across cultures, across time of most mainstream literature being written with family relationships, close friendships and long term social and professional obligations forming the core of the emotional arc of a story. Those people didn't really have queerness and its market potential in mind. They were just thinking of the most significant and most formative relationships that an average person has and the conflicts they must navigate in those important relationships. Friendships take up centre-stage in normal stories more often than romantic relationships for the same reason that parent-child, sibling-sibling, mentor-student, peer-peer relationships do. Because in real life those are the most formative relationships that have a big impact on the trajectory of your life, on who you are as person. Type 2 only looks sexual to people who don't have a healthy perception of what proper human relationships look like and what the purpose and relevance of each type of relationship is.
Family occupies the supreme and primary position in a person's life. Friendships are like a deputy family. They respect the central position of one's family, never seek to supersede it. They loyally supplement the role of one's family and only take over the role where family cannot be present or does not exist. A close friendship is probably one of the most altruistic human-human relationships that one can experience. It's completely natural for people to deeply value and cherish their friends. It makes sense that there exists so much literature and philosophy that gives the great love among friends the place of honour it deserves. It is disgusting that, even beyond sexualizing everything they come across, some people can still be so audacious, so entitled as to complain when stories or even people IRL do not accommodate their twisted perception.
